A mall doesn't care how good your kiosk looks if the paperwork behind it isn't in order. Before a single panel goes up in a mall atrium, the operator wants proof that the unit is fire safe, electrically sound, structurally stable and insured. Get that wrong and installation gets held at the loading dock, sometimes the night before your launch date.

That work taught us something brands rolling out kiosks rarely hear from a vendor upfront: compliance isn't a formality you handle after the design is signed off. It's a cost and a timeline item, and it needs to sit inside your bill of quantities from day one.
Every mall has its own vendor empanelment process, but the core asks are consistent across Phoenix, Nexus, Prestige and most large operators. A fire NOC or fire-retardant material certification for anything combustible in the build, an electrical load and wiring compliance certificate signed off by a licensed contractor, a structural stability certificate confirming the unit won't tip or overload the mall floor, and public liability insurance covering the install period and often the operating period too. On top of that, most malls run their own aesthetic and branding review, checking that signage height, lighting and finish match what was approved at the leasing stage.
None of this is unusual. What catches brands out is the timing. Malls typically want these documents a week or two before install, not on the morning of. If your kiosk vendor hasn't budgeted time for certification and sign-off, your install slips even if the kiosk itself is sitting finished in a warehouse.
Look closely at almost any kiosk proposal and you'll find NOCs, permits and statutory approvals sitting under exclusions, not inclusions. We do the same on our own proposals, because a manufacturer can't apply for a mall's fire NOC on a client's behalf, only the brand or its authorised representative can. But the materials that make certification possible, fire-rated ply, tested electrical components, documented load calculations, those are on us to get right at the fabrication stage, not retrofit afterward.
That's the gap that causes most last-minute mall rejections. A kiosk gets built to look right, then someone discovers at the loading dock that the ply used isn't fire-rated, or there's no paperwork proving it. Redoing cladding after a unit is finished costs more than specifying the right material in the first bill of quantities. We quote every kiosk against a clear BOQ before we cut anything, so the client knows exactly what materials, and what certification, they're paying for. No surprise line item halfway through a rollout.

Airports don't run a compliance checklist. They run a compliance gate. Every material entering the terminal needs documentation, every electrical connection needs sign-off, and install access is timed to the minute. It's what a kiosk needs to survive an airport, and a mall floor asks for less than an airport does, not more.
Ask whether fire-rated material certification is included in the quote or arranged separately. Ask who is responsible for the electrical compliance certificate, the vendor's electrician or yours. Ask for the structural stability documentation in writing, not a verbal assurance. And ask what happens if a mall's compliance team flags something during install, because the answer tells you whether you're working with a manufacturer who owns the fix or a broker who has to call someone else.
