The Gumasta licence is registration under the Maharashtra Shops and Establishments Act, and in Mumbai it is issued through the Brihanmumbai Municipal Corporation. If you are opening a shop, cafe, office or kiosk anywhere in Mumbai, it is usually the first registration you deal with, because most other approvals, bank accounts and licences ask to see it. This guide explains what it actually is, who needs it, the papers you need to keep ready and how the online application works, based on what we see when we set up commercial spaces for our clients.

What is the Gumasta licence?

Gumasta is the everyday name for registration under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act. In Mumbai it is issued through the Brihanmumbai Municipal Corporation. The certificate records your trade name, the nature of your business, the address of the premises and the number of workers you employ. Think of it as the civic identity of your business at a specific address.

It is not the same as a food licence or a fire clearance. It sits underneath all of them as proof that your establishment exists and is registered with the local authority.

Who needs a Gumasta licence, and when?

Almost every commercial establishment in the city needs it. That includes retail shops, cafes, restaurants, salons, offices, warehouses and standalone kiosks. If you employ staff, you are clearly covered. Even many owner-run setups register because banks, payment gateways and landlords ask for it.

  • You want a current account in the business name
  • You are applying for an FSSAI or food licence
  • Your landlord or mall wants proof of registration before handover
  • You plan to hire staff and issue salary slips

If you are still at the planning stage, our guide on how to start a cafe in Mumbai shows where this step fits in the wider sequence.

Which documents should you keep ready?

The exact list changes slightly by category, but for most small establishments you will need the following in clear scans.

  • Proof of the premises, such as a registered leave and licence agreement or ownership document
  • Identity and address proof of the proprietor, partners or directors
  • Passport size photograph of the applicant
  • A recent utility bill for the address
  • For companies and partnerships, the incorporation or partnership deed

Keeping the premises paperwork consistent matters. The name and address on your leave and licence agreement should match what you enter in the application, because mismatches are the most common reason a file gets sent back.

How does the online application work, step by step?

Registration in Mumbai is done online through the Maharashtra labour department portal. In broad terms the flow is straightforward.

  • Create a login on the portal and start a new Shops and Establishment application
  • Fill in the establishment details, owner details and worker count
  • Upload the scanned documents in the formats the portal asks for
  • Pay the fee, which scales with the number of workers
  • Download the certificate once it is approved

Fees are modest for small establishments and rise with headcount, so it helps to declare your worker numbers honestly rather than guessing. Approval timelines vary with the ward and the completeness of your file, and they change from time to time, so treat any figure you read online as indicative rather than fixed.

How does the Gumasta licence connect to your fit-out and launch?

Getting the licence is a paperwork task, but it links directly to the physical space. The address on the certificate has to be a real, handed-over unit, which is why we usually see owners registering once the lease is signed and the site is theirs. When we run a project as one accountable team, from design and civil through to interior fit-out execution, we plan the build so the space is ready for inspections and the registrations that follow. For food led spaces, the flow ties into the wider set of approvals covered in our cafe licences in Mumbai guide.

Common questions

Is Gumasta the same as an FSSAI licence? No. Gumasta registers your establishment under the Shops and Establishments Act, while FSSAI covers food safety. A cafe needs both, and Gumasta is often asked for when you apply for the food licence.

Do I need it before I start the interior work? Not usually. Most owners sign the lease, begin the fit-out and register in parallel, since the licence is tied to the address rather than to the construction. What matters is that the address details stay consistent everywhere.

How long is it valid? Validity and renewal terms are set by the current rules and can change, so check the certificate itself and renew before it lapses rather than relying on a remembered date.
